Why Now Is a Smart Time to Build: Texas Legislation Is Clearing the Way for Your Custom Home

By Jeff Rodgers | President & Founder, CRV Homes

As a luxury home builder, I’m constantly watching more than just the architectural trends—we track the laws that shape how and when our clients should build. The 2025 Texas legislative session is proving to be a powerful tailwind for anyone dreaming of building a custom home right now.

Here’s why:

1. Property Tax Relief Is Coming

The Texas House just passed a $337 billion state budget that includes significant funds for property tax cuts. That means long-term cost savings for homeowners—and it reduces the financial pressure of stepping into a new build. Lower property taxes mean more room in your budget to invest in premium finishes, energy-efficient systems, and personalized design.

2. Transparency in Impact Fees

Impact fees—the costs cities charge developers for infrastructure—can quietly balloon your home’s final price. But House Bill 2225 brings that to light. It demands clear public notice, restricts cities from raising fees annually, and raises the bar for approval. That means better pricing consistency, more accurate estimates, and fewer surprise costs in your custom home journey.

3. Building Moratoriums Get Checked

Nothing stalls a project like a sudden city-imposed moratorium. House Bill 2559 would force cities to notify builders and homeowners earlier and make it harder to push through bans. This protects your timeline and ensures fewer bureaucratic setbacks once construction is underway.

4. Long-Term Water Investment = Smarter Land Buys

Senate Bill 7, already passed by the Senate, is all about long-term water sustainability. Why does that matter to a future homeowner? Because land with secure water infrastructure is more valuable, more buildable, and less risky over time. Strategic state investments like this make smart site selection easier and more reliable.

5. A Legislative Climate That Backs Builders—and You

Every bill moving through the legislature right now—from impact fees to infrastructure—has one thing in common: it aims to reduce friction, increase transparency, and protect homeowners and builders alike. This creates a more stable, investor-friendly climate for those looking to build now.
